This song is about the strategic manner in which a DC person has to conduct themselves to obtain any answers about themselves, give away privacy, pay money, complete and sign forms and convince relatives that you are worthy of information.
It is about how a human's existence can be underpinned by paperwork and documentation "not belonging" to them when they are created through reproductive technologies. The title is no coincidence as crucial information can come out many after years of planned moves and waiting, with full disclosure not being desired by all parties.
